International Book Seminar by Professor Dr. Jeffrey Ayala Milligan

The International Book Seminar in partnership with UP-CIDS Islamic Studies Program will be held on September 24, 2018 (Monday) from 10:00 AM to 3:00 PM at the Bulwagang Salam of the UP Institute of Islamic Studies. It is open to public and it is free.

The seminar is on “Islamic Identity, Postcoloniality, and Educational Policy: Schooling and Ethno-Religious Conflict in the Southern Philippines” by Professor Dr. Jeffrey Ayala Milligan. The book was published in 2005 by Palgrave Macmillan.

Abstract: Tensions between Muslim communities and state institutions are endemic in many parts of the world. For decades successive colonial and independent governments in the Philippines have deployed educational policy as a tool to mitigate one such conflict between Muslims and Christians, a conflict which has claimed more than 100,000 lives since the 1970’s. Postcolonial Education and Islamic Identity in the Southern Philippines offers a postcolonial critique of this century-long educational project in an effort to understand how educational policy has failed Muslim Filipinos and to seek insight from their experience into the potential and pitfalls of educational responses to ethnic and religious tensions.

Professor Dr. Jeffrey Ayala Milligan is the UP-IIS Visiting Professor and Fulbright Specialist for 2018. Prof. Milligan is a Professor of Philosophy of Education and Sociocultural & International Development Education Studies. He is also the Director of the Center for International Studies in Educational Research and Development for the Learning Systems Institute at Florida State University.

Dr. Milligan’s research explores the challenges posed by religious tensions in the educational systems of multicultural, religiously diverse communities in the United States and Southeast Asia. He is the author of two books – Islamic Identity, Postcoloniality and Educational Policy: Schooling and Ethno-Religious Conflictin the Southern Philippines (New York: Palgrave Macmillan, 2005) and Teaching at the Crossroads of Faith and School: The Teacher as Prophetic Pragmatist (Lanham: University Press of America, 2002). He is the co-editor of Citizenship, Identity and Education in Muslim Communities: Essays on Attachment and Obligation (Palgrave Macmillan, 2010), and author of more than thirty refereed articles in Philosophy of EducationComparative Education ReviewJournal of ThoughtJournal of Southeast Asian StudiesAsia-Pacific Education ReviewEducational Policy, and other academic journals.

He typically teaches courses such as Multicultural Education, Philosophy of Education, Religion and Education, and Comparative Education. He has been the recipient of two Fulbright Senior Fellowships (Philippines, 1999 and Malaysia, 2006), a National Academy of Education/Spencer Postdoctoral Fellowship, and a Coolidge Fellowship from the Association for Religion and Intellectual Life. He has also received research and development grants totaling more than $7 million. Dr. Milligan is a fellow and past Executive Director of the Philosophy of Education Society and a member of the International Network of Philosophers of Education and the Comparative and International Education Society. He received his Ph.D. from the University of Oklahoma.

UPCIDS-ISP held Focus Group Discussion on Shariáh Court and PD 1083

The UP CIDS-Islamic Studies Program (UP CIDS-ISP) initiated the first step towards the enhancement of PD 1083 by conducting a Focus Group Discussion (FGD) on Shari’ah Court and Muslim Personal Laws (CMPL) among Ulama (religious scholars), members of the academe, women’s groups, representatives from non-government organizations (NGOs) and the youth sector, as well as Shari’ah counselors in partnership with the UP Institute of Islamic Studies and Anak Mindanao (AMIN) Party List led by Representative Amilhilda J. Sangcopan.

The FGD was held at Marcian Hotel in Zamboanga City on March 29, 2018. This is part of the series of consultations and activities that UP CIDS-ISP will undertake in collaboration with AMIN Party List to prepare a Bill that will elevate CMPL, otherwise known as Presidential Decree (PD) 1083, to a Republic Act through the Congress.

The establishment of Shari’ah Courts under the mandate of Presidential Decree 1083 affirms the pluralistic legal system in the country. Under this legal system, non-Muslims are governed by the Family Code whereas PD 1083 governs personal laws of Muslims. One of the most glaring examples of the differences between the two systems is the recognition of divorce and polygyny under PD 1083 while under the Family Code, divorce and polygyny are not recognized.

Apart from the urgency to elevate PD 1083 to a Republic Act, there are contentious provisions of the Code that need to be reviewed and amended as well as insertions of additional provisions that will make the Code truly responsive to the needs of the Muslims in the Philippines.

The Shari’ah Courts cater to the need of growing Muslim population in the Country pegged at 12 million or 11.0% of the entire population (NCMF statistics 2015).

CHED Endorsement of the UP-IIS International Conference and Workshop

The 2018 UP-IIS International Conference and Workshop are officially endorsed by the Commission on Higher Education (CHED) of the Republic of the Philippines. The international workshop and conference will be held at the UP NISMED on September 21 and 22, respectively. These activities are open to all interested participants from Higher Education Institutions (HEIs). We are inviting everyone to submit your book and paper proposals on or before July 31, 2018 via iis@up.edu.ph.
