6th RAIS RTD on Islamic Economics – Theory and Practice

Last July 9-12, 2019, the Mindanao State University-Tawi-Tawi College on Technology and Oceanography (MSU-TCTO) in Bongao hosted the “6th Round table Discussion on Islamic Studies” organized by the Research Association for Islamic Social Sciences, Inc., (RAIS) and the Institute of Islamic Studies (IIS) at UP Diliman. The RTD focused on “Islamic Economics – Theory and Practice,” a growing subject of importance to Islamic Studies discipline. The participants came from the different units which offered Islamic Studies in Mindanao and belonged to the Islamic Studies Network organized by RAIS.

Day 1 (July 9, 2019) of the RTD began with a visit to the Sheikh Makhdum Mosque, notably known as the first mosque in the Philippines located at Simunul municipality. The island can be reached by a local motorboat known as lepa and the travel lasts at least 45 minutes.

Upon arrival, the group was warmly welcomed by some municipal officials and local tourism guides who had provided transportation to the site and gave some information regarding the history of the mosque. A new mosque has been constructed complete with a separate upper room for women. Facilities for ablution have been provided. The tomb of the Sheikh is located nearby and fortunately had retained its original and natural look. 

After visiting the mosque and the tomb, the group was brought to the reception area for refreshment where native delicacies were served. A short but lively discussion on the current situation of Simunul Island and the ways in which the different sites on the island can be developed for tourism was held. Many suggestions from the group were advanced which were accepted by the officials. One suggestion was to make a compilation of the information available to be uploaded onto the municipal official website for a wider readership. On the way back, a stopover on Sangay Siapuh, a small island located between Simunul and Bongao proper was made for a picnic lunch. The variety of seafood served delighted the group.

Day 2 (July 10, 2019), started with a prayer from Mufti Abdulwahid A. Inju, the Mufti (e.g. head of religious scholars) of Tawi-Tawi followed by the Opening Remarks given by Prof. Magsaysay S. Werble, the Vice Chancellor for Administration & Finance of MSU-TCTO. Dr. Carmen A. Abubakar, RAIS President and former UP IIS Dean then gave the orientation of the RTD and a brief announcement and congratulation to the new appointed officials of the different colleges. The highlight of the Opening Day was the keynote address of MSU-TCTO Chancellor, Dr. Mary Joyce Z. Guinto-Sali, who recounted the many challenges present in the development of MSU-TCTO.

 

 

The lectures began with “The Basic Elements and Objectives of Islamic Education” delivered by Dr. Anshari P. Ali, the new Chancellor of MSU-General Santos City; followed  by Prof. Julkipli M. Wadi, professor and former UP IIS Dean, who discussed the “Global Islamic Economics and Its Challenges.” The next lecture was given by Atty. Mehol K. Sadain, professorial lecturer, former UP IIS Dean and Secretary of the National Commission on Muslim Filipinos, on “Emerging Halal Industries in the Philippines: Halal Certification and Halal Tourism.”

The next presentation was made by Dr. Alzad T. Sattar, Member of Parliament, Bangsamoro Transition Administration, BARMM, “From ARMM to BARMM: Madrasah Education in the Philippines”; followed by Dr. Nefertari A. Arsad, UP IIS College Secretary, on “Knowledge Infrastructure for Institutional Development.”

Day 3 (July 11, 2019) started with the presentation “Towards Sustainable Islamic Banking System in the Philippines: A Survey of its Prospects and Challenges” by Ms. Aradelria T. Belleng, Project Management Officer of Anak Mindanao Foundation, Inc.; followed by “The Philosophy of Islamic Economics: An Alternative Development Framework for Sulu Archipelago” presented by Dr. Hannbal Bara, MSU-Sulu Professor; “Pagsanda ha Aturan sin Shari’ah: Exploring Alternative to Riba-based Mortgage and Pawnbroking” by Mr. Kamaruddin Bin Alawi Mohammad, UP IIS University Researcher II; and “Zakat Implementation in Selected Areas” by Mr. Darwin J. Absari, UP IIS University Researcher II.

The next panel included the presentation of “Tausug Women Business Culture” given by Dr. Carmen A. Abubakar; followed by “Surveys of Economic Activities in Selected Muslim Communities: The Case of Bongao, Zamboanga City and General Santos City” presented by Prof. Magsaysay S. Werble, Prof. Isnira A. Baginda from MSU-General Santos City, and Asst. Prof. Mohammad Nur A. Kadil from Ateneo de Zamboanga University, respectively.

A synthesis of the RTD discussions was provided by Dr. Surma J. Werble, Director for Office of International Linkages, MSU-TCTO which closed the RTD panel discussions.

The different panels were alternately moderated by Ms. Aradelria T. Belleng, Mr. Kamaruddin Bin Alawi Mohammad, Prof. Isnira A. Baguinda and Mr. Darwin J. Absari.

The last afternoon session was a public forum entitled “Transition towards the Bangsamoro Autonomous Region in Muslim Mindanao or a Proposed Federalized Bangsamoro State” anchored by Atty. Mehol K. Sadain, Prof. Julkipli M. Wadi, and Dr. Alzad T. Sattar as resource persons. The open forum was a lively discussion by the participants after which Dr. Muktar Mohammad Tahil, Dean of Islamic Studies Department, MSU-TCTO, delivered the closing remarks that signalled the end of the RTD program.

The last on the agenda was a Business Meeting where reports from network members on curriculum, research, and publication were given by the heads of units. Possible topic for the next RTD was also discussed but due to lack of time no final decision was made.

Dr. Ali P. Anshari, MSU-General Santos City Chancellor, has committed to host the next RTD, an offer that RAIS and UP IIS was very glad to accept.

IIS Academics in International Conference and Youth Camp in Indonesia

Last June 25-27, 2019, the State Islamic University Sunan Kalijaga (UIN Sunan Kalijaga) in Yogyakarta, Indonesia held its first International Annual Conference on Social Sciences and Humanities (AICoSH) with the theme “4.0 Revolution: Religiosity, Identity, and Social Transformation.” Organized by Faculty of Social Sciences and Humanities, it is attended by academicians and researchers from different countries with majority coming from different universities within Indonesia.

The goal of the conference primarily focuses on understanding the various roles of religion and identity in relation to social transformation. It inspires further the academic community and policy makers to revisit diversity critically, along with its challenges and opportunities, as a significant factor in social transformation.

Asst. Prof. Macrina A. Morados, the newly appointed dean of Institute of Islamic Studies in the University of the Philippines, Diliman (2nd term of deanship), attended the event as one of the plenary speakers. She presented her paper “The Psychological Construct of Understanding the Phenomenon of Violent Extremism: The Case of Selected High Profile Inmates in the Philippines” during the first day of the conference at the Hotel New Saphir Yogyakarta. Other plenary speakers include Dr. Ibnu Hamad of the University of Indonesia, Prof. Noor Aisha of National University of Singapore, Dr. Koentjoro of Gaja Mada University, Dr. Azhar Ibrahimof National University of Singapore, and Prof. Ronald A. Lukens-Bull of the University of North Florida.

Also attending with the dean was the University Researcher II of the Institute, Kamaruddin Bin Alawi Mohammad. He presented his paper “Origin, Identity, Marginalization, and Development: A Sama-Bajau Story” as a panel discussant on the second day of the conference at the Faculty of Social Sciences and Humanities, State Islamic University Sunan Kalijaga (UIN Sunan Kalijaga) campus just more or less than five (5) minutes walk from the hotel.

In June 29-30, Mohammad, attended the first International Jogja Youth Camp (eNJOY Camp) in Yogyakarta, Indonesia. With the theme: “New Youth Awareness for an Inclusive Region,” the event was organized by State Islamic University Sunan Kalijaga (UIN Sunan Kalijaga).

It was attended by sixty three (63) participants who were Ma’had (Islamic school) students, university students, youth activists, and members of youth organizations coming from within and outside Indonesia. Those outside Indonesia include universities from Brunei, Malaysia (International Islamic University Malaysia and Kolej University Islam Selangor), Singapore (National University Singapore and University of Liverpool), Thailand (Prince of Songla University and Thammasat University), and Philippines (University of the Philippines, Diliman). Participating school from Indonesia include the host university (State Islamic University Sunan Kalijaga), Gaja Mada University, Duta Wacan Christian University, The State Institute for Islamic Studies of Surakarta (IAIN Surakarta), and among others.

2019 UP IIS Recognition Ceremony

On June 29, 2019 at 2 o’clock in the afternoon, the UP Institute of Islamic Studies (UP IIS) held its 29th Recognition Day at Virata Hall, UP ISSI Building, UP Campus, Diliman. The recognition day with the theme “Coming Home to Serve the Ummah and the Nation” was honored by the presence of UP IIS alumnus, His Excellency Ambassador Alan L. Timbayan. 

After the procession and opening prayer, Dean Macrina Morados gave an opening remark, thanking the parents of the graduates, the faculty and staff and encouraged the graduates to sincerely serve their community as BARMM is already in place.  Prof. Julkipli Wadi introduced the guest speaker, Ambassador Alan Timbayan.

Ambassador Timbayan is the seventh (7th) Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the State of Qatar. Prior to his assignment in Qatar, Ambassador Timbayan is a seasoned diplomat who previously served as Philippine Labor Attaché in 3 different Foreign Service Posts, namely: Jeddah, Kingdom of Saudi Arabia (1987-1990), Riyadh, Kingdom of Saudi Arabia (1990-1994) and Osaka, Japan (1996-2003). He graduated with a degree of Bachelor of Arts in Humanities in 1964 and with a degree of Master of Arts in Islamic Studies in 2015 both at the University of the Philippines in Diliman, Quezon City. He also graduated with a Bachelor of Laws degree from the Lyceum of the Philippines University in 1971, in Manila. 

Ambassador Timbayan is a recipient of numerous awards and commendations given by public and private groups and institutions. On October 20, 2016, President Rodrigo Roa Duterte appointed him as Ambassador Extraordinary and Plenipotentiary, Chief of Mission, Class I, to the State of Qatar.

In his Keynote speech, Ambassador Timbayan motivated the graduates to promote greater understanding of religion as a culture and way of life and appreciate those who are different. “While we as Muslims have Islam as our core, it is not enough,” he says, “for us to be able to practice our religion as we live and breathe.

Aside from the obligation to make our non-Muslim brethren understand us, we are also bound to appreciate and value those who are different from us. It is our diversity as a country, as a people, that makes us unique – and by working together for progress and development, we stand to obtain everything there is to gain.” Ambassador Timbayan further reminded the graduates to use the knowledge they obtained from the university to move for a change, as change is what matters.

The graduates; Norhazrin S. Curo, Johayra A. Datlan, Nassif P. Ibra, Zeny-Linda S. Nandu and Johainah Repors were then presented and awarded with the certificates by the guest speaker assisted by Dean Morados. The graduates delivered their speeches, each shared the challenges they have gone through and aspirations to finish and thanked those who contributed to the success of their studies at the Institute. This was followed by special citations to partners and sponsors of the various IIS activities such as Iftar program. University scholars, college scholars, and students who have completed Arabic Language Courses were given certificates. 

Comm. Abdulhadi T. Daguit, one of the IIS lecturers and alumni president administered the oath- taking of the alumni. The program ended with the closing remarks by former dean Prof. Julkipli Wadi who encouraged the students to learn and rise above whatever challenges they will face.

2019 IIS EID’L FITR PRAYER

In solidarity with Muslims all over the world, the UP Institute of Islamic Studies once again hosted the Eidl Fitr prayer last June 05, 2019 at the Bahay Alumni of the University of the Philippines Diliman, Quezon City. Prof. Julkipli Wadi, former Dean of the Institute led the prayer and gave the sermon. In his sermon, he enjoined Muslims to love one another and be hopeful in spite of the hardships they are facing as Allah promises in the Holy Qur’an, “After each difficulty comes ease.”

More than 700 Muslims from various places in Metro Manila joined the prayer. Refreshment were sponsored by Atty. Mehol Sadain and family. The UP IIS annual hosting of Eid Prayers is the culmination of the yearly Iftar program which the Institute regularly organizes in partnership with various donors and sponsors.
